Primer on Coastal Resource Management

The primer provides a road map to key steps in sustainable use of coastal resources. It describes the overall CRM process and gives snapshots of critical activities to be undertaken as part of this process. The primer was designed for use by local government units as well as by supporting and collaborating institutions such as national government agencies, non-government organizations, and academic institutions as an orientation tool for CRM. A chapter on Activities to Support CRM, discusses community organizing as a "process by which a community empowers itself by working to identify its needs and to resolve its problems in a collective manner". A Tale of Two Islands: An Evolution of Coastal Resources Management in the Philippines

The paper attempts to trace the evolution of coastal resources management in the Philippines by reviewing written accounts of two marine reserves considered as pioneering efforts in the country. It notes the primacy of participation and empowerment in CBCRM as guiding principles underlying the creation of strong community-based organizations that are critically aware of their conditions and have the capacities and resources for taking part in decision-making related to their well-being.
