The book's structure and content were based on the proceedings of the People's Organization Exchange in Baliangao, Misamis Occidental, Philippines on October 2002. The said learning activity focused on the four (4) key aspects of a community-based fisheries management system, including a specific management unit, a management body of stakeholders, a fishery law enforcement team and alternative livelihood for fishers. Written in Filipino, the book was meant to be an addition to the growing body of popular materials on community-based fisheries management.

The book brings together proceedings, papers, presentations and other materials from the CBCRM Festival held at Subic, Philippines on June 2003. Written in Filipino, the 9-volume set presents topics in Organizational Development, from the context of social change organizations and history of OD in the Philippines, to managing organizational change and desired traits of OD practitioners. The manuals were based on an earlier OD guidebook entitled Learning to Change, Learning for Change A Guidebook on Organization Development for Non-Government Organizations. The different volumes were prepared by the OD fellows of the CBCRM Resource Center who also helped in facilitating the series of OD workshops that preceded the books' publication.
